Can't download anything :(

First of all I'd like to greet ya all, since I'm a new member, so... hi :D

Now, I searched a bit through the forums and I can't find a solution for my problem. The thing is, I can't download anything no matter the SLR ratio... restarted the PC, nothing... reconfigured some options, nothing... waited like 3-4 hours with Bitcomet open, nothing... firewall isn't the problem since all torrents from other sites are downloading ok.

Can anyone help?... before someone asks, I looked at the FAQ list and I didn't find an answer to this. Maybe I wasn't paying too much attention, but I looked it over 2 times before posting.

I have Windows 7 Ultimate x64, BitComet v1.20
