Actually, no one got beyond episode 2.  And it is not licensed, which leaves your other alternative. 

The original series was fansubbed, but even the prospect of uncensored ("Director's Cut") DVD raws couldn't persuade fansubbers to put more work into the franchise.

lol its terrible  :'( I have been trying to get someone to sub the uncensored stuff for a while now, I have been seeding the raws and uploaded them to mediafire, still no subs  :'(

You might want to start with 1, even if you just adapt the existing fansubs. In the first series, the DVD versions were not merely uncensored, but had additional scenes (with the uncensored content).

That's dependent on TheProfileth having DVD raws of the second season. Although I did find English .srt files for the first two episodes, so it wouldn't be terribly difficult to re-release them softsubbed.

Well, it would be awhile before I could get around to it. Pretty Cure Splash Star is my current "translate and fansub from scratch" project, and that's still got ~8 episodes to go.
