Not quite true; if you rent the DVD from a rental store (like Blockbuster) then Blockbuster and the copyright owner would have signed a contract saying that it's okay for Blockbuster (and by extension Blockbuster customers) to ignore this part of the law.
What you cant do is purchase the DVD from a retailer and then start renting out that DVD, as the copyright holder has not authorised it.

Wow, I go away for a few days for a convention and come back to find all kinds of replys all of a sudden. Thanks everyone for all the feedback. Overall it did help. I have used computers all my life and I all but live online, but until recently I have not torrented much, so its largely outside my realm of expertise. Still, I got Peerblock and have been trying to be good about seeding (my ratio needs to get back up a bit cause I set a bunch of DLs for while I was gone, but they are mostly done and are now seeding). I also decided I will try to seed things to a 2.0 ratio before I stop them, since utorrent allows for such control. I want more people to enjoy anime I like, I was just being cautions before. I guess a lot of other people had told me things to make me a bit paranoid, but it sounds like a lot of it was groundless. Anyway thank you all again for all of your wonderful advice and feedback ^_^.

Not to say it's completely safe from a legal perspective. I'm sure some people do get arrested. The chances are just extremely low.
