You don't need the entire file in order to upload data, which is what counts. Even if you only had 50% of the file you could raise your ratio by uploading the 50% you have to others. Just keep your torrent client on and the file active.

But the tracker would see it as downloading, which is (as far as I know) blocked when warned.

Best option is probably to download the missing data off the public tracker so you (TC) can properly seed.

Exactly 

I tried some trick (skip the missing piece then force re-check)and it moving to seeding queue but the uploading arrow become red instead of green (I'm using uTorrent 2.0.2)

well then just sit back and watch the anime u have saved or DL on public tracker, if ur in the red, not much u can do but wait.

You still don't get it... I am saying you should use the public tracker to download the missing data so you can seed the file. Your up speed is irrelevant.

I mean, even with 100 torrent I seed, if my UP speed just around 20kB/s, it's useless 

Currently I seeding 14 torrent, with UP speed around 15~20kB/s so I think I don't need add some torrent for seed again

Still, the more, the better.

Looks like you've made fairly good choices with your seeds though. Let it sit for a month and you'll probably be around 0.75-1.00 ratio.
