Eh. That sucks. What country are you in? Haven't heard of one with such bad speeds. Then again, the cheapest package my country offers has an up speed probably close to yours, more or less, but that's for people whose major Internet use is checking email.
Anyway, from the looks of your tracker profile, you've figured out how to reseed torrents. I would just let it go for a few days, perhaps add a few more torrents to the list. The more torrents you have, the more you can seed all-round, no matter how high the seeder:leecher ratio is, unless every torrent is completely dead.
