$250 million isn't that much money. Especially compared to the operating costs of a single, fully crewed ship. Heck, missiles can costs several million a pop.

I didn't say it needed to be a functional Navy. Just buy half a dozen sailing yahts made to look like scaled down 17th century naval vessels. Remember, they'll be staffed by four and a half foot tall girls with small appetites, not a bunch of sailors.

...again, a project like that would cost hundreds of billions if not trillions of dollars. $250 million isn't that much money.
