I have to say that Karasuma Kirio in Kamichama Karin...
(click to show/hide)well was probably the best charter in the whole serie... anime was bad, I didn't like it, but it was hooking :P so watched it to the end... but he jumped amidiedly to my top anime villain (mostly because he fails every ****ing time and enters allways in funny way...)

I have many, but two that come up to mind right now are Takasugi and Yomi. both are awesome as hell :)

Okay it's not exactly what most people would call an anime... An American (I think?) cartoon.. But Henchman #24 is the best.

There's others sadistic like him, but nobody quite like him. He's so messed up, and intelligent and cocky... and he has a female voice actor! Love him.
