I'll be moving to my college campus in a month or so, and it occurred to me that there might be a couple of potential issues.

First off, since I am changing location I will also be changing IP. I dug through the forums and it seems that this shouldn't cause any problems, but I'm asking about it anyway just to be sure.

The second item of concern for me is the fact that I will be using my college's internet. I'm sure that at such a place with lots of other people I will not be the only person who uses BakaBT, so I am wondering if this might cause any problems like the tracker thinking that I and anyone else at the campus who uses BakaBT may be multi-accounting or something. Also, I am wondering if this will affect my uploading, downloading, and my ratio.

Any help on these issues would be greatly appreciated. Thanks!

It will not affect your ratio.  The system may flag you as a multi-accounter; if your account gets disabled, come talk to us in #bakabt-support and we'll take care of it.

Many universities have strict network controls that affect their users' ability to use BitTorrent, so I would not count on being able to download and seed as you are now, unless you have heard otherwise from current students.  You can set up a remote computer to handle your torrents (either a paid seedbox or a machine set up at your parents' house) and then pull files off of it to your computer via ftp.
