Computer upgrade?

Why just one? Why not 20 in a RAID 0 configuration?

I'd replace the CPU. If you have enough money an i7 would be great, otherwise consider a Phenom II x4.

Beyond the sarcasm... because it's not good enough for e-penor and is more along the lines of a limp e-dick with crabs.

I concur... if you want to replace the whole system, go i7. Yes, the HDD is probably one of the more cost efficient upgrades along with the RAM, but you're pretty much at the top for ram anyways.

However, you might want to consider getting some fan upgrades and maybe trying to OC the system if you're doing budget upgrades.

Getting another hard drive is probably what I would do.  My second vote is to upgrade the processor to a Phenom II, especially if you have a socket AM3 motherboard.  Upgrading to a Core i7 would require an OS reinstall, new motherboard, and possibly different RAM (but I would suppose you already knew that).  If I had a 3rd vote, it would be RAM.  4GB is plenty, but there are small benefits from having more with your configuration (specifically because you have a 64-bit OS).  Else for vote number 3 I would go with fan upgrades, and possibly a PSU upgrade.
