I would say pass on it man, you would get it cheaper from building it.  And believe it or not you can walk down to an Office Depot or Best Buy and get a lot more for $400.  I would never buy any of those machines, but still the specs don't lie.

DLTE:
Change of specs

Mainboard - Biostar MCP6P M2+
Processor - AMD Athlon 7750 Dual-Core Processor 2.70GHz
RAM - Team Elite DDR2-800 DDR2 4GB Kit
GPU - nVidia Geforce 9600 GT 512MB
HDD - Western Digital 250GB
DVD - Samsung 22x DVDRW
Chassis - CoolerMaster Centorion 5 wtih side window drill for fan to be installed to cool the GPU
PSU - iCute 420W

Price is now $300 lol. ( US$220 )

Processor slightly downgrade from original, RAM +2GB, not too worried about harddisk space (got a 2TB external) +DVDRW, Same GFX card

Should I be concern about the lower 420W PSU compared to the original 550W PSU? Whats the difference it could make?

vuzedome:
I suggest swapping the PSU out for something a little more reliable.

x5ga:
The PSU could handle the current configuration pretty well. The only problems you could have with it would arise if you decide to overclock the system or if there would be a nasty power spike that could fry it, but then again, not many PSUs have protection against those.

nekozelda:
not bad.
