Licensed in the US by Tokyopop in 2007. Not entirely sure if that is a no go, seems a grey area in the blacklist and "do not upload" guidelines when it comes to manga.
No mention of it being licenced here in England. >_>

i have no idea where you are spotting the "grey area" in the "do not upload" list...
licensed by funimation? by adv in 2007 and later? done by those specific groups? or removed by request? ... all no, so it's good to go.
