Does Seeding affect downloading

Pretty sure it depends on your IP. Mine doesn't make a difference but I think that some do.

If it's completely filled with crap going one way, you won't be able to get crap going the other way. >_>

uploading only affects downloading in 3 cases:
1) your ISP does not give you a full duplex connection (ex: for a 10mbit/s connection the 10mbits/s are shared between the upload and download)
2) you are seeding and downloading from/to the same physical hard disk, plus you have a lot of active torrents, and thus you are losing speed because of all the I/O operations
3) improper configuration of your torrent client/router/etc.
