Outside seeding?

I'm new here, and I checked the rules, FAQ, and 'For First Timers' before posting, but couldn't find anything.
On the 'For first timers' page, it says that to fix your ratio if your account has been warned, you can download something off-site and seed it here. My account hasn't been warned, I'm still far in the green, but so far all of the things I've downloaded wont seed because there's no leechers, or wont be finished for a long time. My question is, are we allowed to seed an off-site torrent here to improve our ratio if our accounts haven't been warned?

Also, I here a lot about Stat-Hacking and not to do it. I'm not very computer savvy, so I've never actually heard this term before. Can someone tell me what it is, so I don't do it accidentally? (It may be impossible to do 'accidentally', but I just wanted to be safe).

only if the files match up with those on BBT. (obviously)
you dont need to DL them from here to seed them here.

if you do that remember to switch to your private tracker after you finish the download. Otherwise BBT wont track your UL.

Ahah, thanks, but... Private Tracker? What's the difference between that and public? Sorry, like I said, not very computer savvy.
