Let's make sure you're not misunderstanding anything.
When you download a .torrent file while logged in, you will get a unique file with your unique passkey attached. This key lets your client communicate with the BBT tracker and send appropriate up/down data. This is the meaning of private. You don't have to be logged in to the site while the torrent is running.
If you download the same .torrent file while not logged in, you will get a file that has a public passkey attached. This key allows for you to download the torrent for the rest of the month. Since this is the public passkey, stats are not recorded on your account.
Now, if you are trying to "seed an off-site torrent here," you can't exactly do that because BBT doesn't host off-site torrents. If you tried to add the BBT tracker to any old torrent you have running, the tracker won't understand.
If you are trying to seed the files of an off-site torrent, though, as others have mentioned you have to find a corresponding torrent on BBT and seed that instead of the off-site one. There are no guarantees that you'll find one, though.
And it doesn't matter if you are warned or not, you can do that to boost your ratio from 0.05 to 5.00 or from 10.00 to 100.00, whatever.
For your second question, stat-hacking involves sending false data to the tracker using some third-party plugin or fake client. If you're using the official version of whatever you're using, i.e. downloaded from the main website of the client, you don't have to worry about this.

I joined BBT a few months back?-- and have been using it ever since. Only problem is I never read the rules and leeched forever. Now since I'm warned I want to make up for my idiocy. I want to "outside seed" but I'm not exactly sure how, after reading the faq and your posts, --- it seems like i have to find a torrent that's the exact same of BBT's torrent on another website? and seed that?
I'm sure this is no easy fix because my ratio is a stunning 0.004, but I'm willing to spend tons of time to make this up.

Not exactly, you don't have to find a "torrent" that has the exact same content, you can also find the files you need on xdcc bots or as ddl.
You could find a torrent where the content is available on BBT, leech it, but then you have to hash check it with a torrent you've downloaded from here, thus seeding to get rid of your warning. Good torrents would be THORA files since they're big. A few people here including myself have been releasing BakaBT torrents to TokyoTosho/NyaaTorrents for public leeching to bring more attention and traffic to BakaBT. Maybe grab those files when you see them?
Stuff get more easy here when you've become a Power User and can jump on new torrents. The only hard thing is to reach it which really isn't that hard anyway.
I personally contacted PFCorner, paid for the big Final Fantasy torrent (back then 40GB) to get seeded for the remainder of the year, and have since managed on my own. Mostly due to me offering so many torrents. I usually end up uploading 15GB on each depending on the size.
