I think so.
濡れる (nureru in romaji)= to get wet but there's a ツ at the end which really got me confuse normally a small つ means a long vowel but it's katakana so I have no idea. :D Maybe someone who actually speak Japanese could shed some light on this instead of some idiot making a bunch of assumptions.

Anyway, if we get more stuff like episode 9 then this show wont be so bad. There wasn't even that much ecchiness in it other than Saeko getting wet (literally, with the water, not the later part =P) And we got some great character development. Assuming they DIDNT make love then what do you guys view the 'take responsibility' line as? Was she just asking for him to take responsibility for accepting her for who she was and thus flipping the sadist switch back on for her?

Yes she is. Although she seemed to enjoy that aggressive boobgrab quite a bit so maybe she's both. God, I LOVE HER!
And about the take responsibility thing, it was discussed a few pages back but I can't blame you for not wanting to go through all the nonsense, so I'll explain again just coz you're a nice guy and your name's Kenshin. :)
Like most people I think she's asking Takashi to help her keep her "darkness" in check. But like I said previously I also think she was making a joke out of it, coz in the translator's notes from the manga it says : "...there is a sort of common joke in Japan that any kind of sexual tension results in pregnancy, which means that Saeko is telling Takashi to take responsibility as the father of her child." And that's why she used the words "take responsibility" specifically and why Takashi's smiling when she said that.
