What's with the Avatar codes on Bakabt Staff

Considering the website I'd think it's right-to-left & top-down.

0010 = 02
1011 = 11
1000 = 08
1001 = 09

But, 4 bit binary seems too limited.  If it is, it's for limited categories/ranking.  Time zones would need 5 bits.

I believe it is a power ranking system. Somewhere on a secret island, they battle it out to see who the true master of the interwebz is.
