Atleast one user would report a "shitstorm" type of comment. Then some other mod, not necessarily a Hentai mod, could come and clear up the mess. I thought that is why we have the "Report to moderator" function. Though i guess not everyone wants to give out their email IDs so easily.

You missed the entire reason why we removed it - the section did not get moderated like it needed to be, and thus degenerated into something we'd rather not deal with. Simply re-enabling the board without changing anything else will eventually return to the same result.

I say instant ban would make more sense. You give too many warnings for that kind of thing, especially if it's in the forum rules.
