No, that sentence is legal. You're right, not the best use, should have been "People who talk on an anime forum about American Drama's" The way I worded it makes it sound like the the American Drama is hosted by the forum, but is not an illegal sentence.
The following proves why it is still valid:
[subject]People who talk about [subject context]American Drama's on [on? on where?]an anime forum
This is also a valid statement. Grammar was properly used and the sentence is legal.

I hate people who improperly use grammar, or for that matter, those who can't spell. I can forgive those who make an occasional mistake, but seriously, it's called laziness, not being able to read and write is not because you "physically can't", it's because you are too fucking lazy to learn. If you have a mental impairment, that is a little different, but I doubt most of the people I meet are mentally impare.. wait scrap that.
