Is the file on a medium ?(cd/dvd/bd/pendrive)
if so, this will keep happening, strangely windows only memorizes stuff that's on local hard drive for constant admin access.
It's not a bad thing however because from mediums it's just not as safe, on the other hand it's annoying as hell. Try installing something from a physical CD/DVD these days, the Admin Access is not gonna work 100% of the time, it all depends on the date the soft was released and it's compatibility. In that respect I totally agree.
I noticed some random programs also don't get remembered, this is caused by the possibility of other accounts/people able to access the program on the same computer from different accounts.
