They blame the media of anime and manga because they also watch and read such things, and as such, they should censor themselves. Point is, blaming media is easier than blaming a crippled social welfare, we all know that some or more customs in Japan are actually working towards deviations among less popular people.
In my opinion that guy looks good, he should be fairly popular among girls in his circles, so the only reason he would get desperate would be to blame women who are either playing hard to get, or look for a prince charming. From a few documentaries I seen about Japanese young women around that age, japanese call them parasite generation, their manners degrade, they leech off their parents, and they don't want to work.
I think that the authorities should take a deeper look at the society rather than media. If they keep censoring more and more stuff, they will be back to what they were having at the end of 1980's, before the complete censorship was lifted. Back then, you didn't even see tits in the porn mags, after the lift, the censor was lifted enough to see tits, which you can also see in the original GITS and Akira, but the genital area was still censored, in late 1090's the lift went further, which resulted in the burst of hentai animations (perverted animations) which were much easier to sell than amateurish porn movies because not many females were willing to strip down in front of a camera, much less to have sex with a stranger, even if the money was good. And then expect to not get recognized andshunned by possible friends and family members who would discover their acts.
Japan can censor the anime and manga further but that will only result in much more deviated RL movies, which will actually result in much worse treatment than so called victims of anime/manga deviants.
