The whole chain is made of the same metal.  I just touched the bottom section... I checked with a tester.  Those whole chain's got a slight current.

I don't think this line of questioning is going anywhere. The chain is clearly metal and is probably receiving leakage from a wire in the fan. "How" is the electrician's problem

true... but where I got fan, all the variants only used the metal ones... and besides, there are two other such fans in the house, both of which are fine...
