My download speed is suppose to be at about 1MB/s, with an upload of around 200kb/s.

ISP says I'm in a 'high traffic area' so I'm lucky if I get over 400kb/s, with an upload of around 70kb/s.

How am I in a 'high traffic area', when nearly everyone around me is old as dirt?
How much are you paying for a premium? What's your total bandwidth plan? And last but not least who is your ISP?

Doesn't matter how much is being paid. The fact is that you are paying for a certain speed. If you aren't getting that speed you need to switch providers. If you are pissed enough you can take legal action for false advertisement. Being in a high traffic area is not your problem. It is up to the company to deliver promised speeds regardless of what area you are in. That is a problem they need to fix on their end and if they aren't doing that it is the same as robbery.

If you haven't noticed I take my internetz very seriously. If you are using AT&T's internet, whatever they call it, you need to switch immediately. They have a record of underperforming. That part of Comcast's commercial is actually accurate, and quite frankly so is the part about Comcast overdelivering. I get 2.5x the speed I'm paying for.

I was paying too much for Comcast in my area for the given speeds and constant drops due to their terribly outdated modems. It does matter how much he pays for his services. Just because an ISP sets a price on bandwidth doesn't mean it's worth what you're paying. Yes, it's true he probably isn't getting the speeds he is paying for and I'm sure he already knows that. That was the reason I was asking him those questions. Anyway, I hope he can find a solution to his problem whether it be an updated modem, a different plan, or a new ISP all together.

About 30USD.

If I recall it's the 10Mbps plan, which runs around 30USD.

Centurylink
-I WAS on Comcast, but they were so bad we ended up dropping them.
-Problem is there's either CL or CC, it's a small town.
--So small the nearest theater & major hospital is about half a hour a way, depending on how fast you drive.

While I've had a lot of issues with Comcast they are rather decent when it comes to upgrading their network just really bad about replacing older modems. It really just all depends on the area you live. Doing an internet speed test and comparing the results would probably be a good idea. I've got the 30Mbps/down 4Mbps/up for $50. Which I'm getting my monies worth since I'm hitting 4MB/sec down and 500KB/sec up which beats Comcast's 25Mbps/down Performance plan. 10Mbps plan is pretty low. Check out your ISP's other plans and see if your modem might be bottle necking your connection while your at it. If anyone else in your household is using the internet it could potentially lower your overall DL and UP speed too. It sucks, but you may just have to upgrade your service plan.

Edit:
I just know that Comcrap is really bad about throwing in hidden costs. Not to mention, I've had a lot of friends tell me that they would cancel services and still get billed for them. One of them had a service that lasted 6 months after he cancelled and kept having to call Comcast to sort it out.

Edit: Unfortunately as I was looking through CenturyLink's data plans for internet the only plan you would be comfortable with is the 40mbps/5mbps one which is $70 USD monthly and you must adhere to a 13-month contract. You'd be better off with Comcast in all honesty. $59-73 USD (cost depending on location) will get you 50Mbps/down 10Mbps/up.

The major problem is I'm living with other people so I'd have to convince THEM to help pay/switch to another provider.

And they're not nearly as 'tech savvy' as I am.
-Not that I'm some 0101 type, but compared to them I might as well be Alan Turing.

Alan Turing...? Haven't you heard of the enigma code he broke (with help from others)...?
...he's essentially the father of the computer.

I'm a HUGE history buff.

One of those 'Steve Jobs & Bill Gates were nothing more than car sales men; Alan Turing & Steve Wozniak are/were THE people we should be remembering'.
