Bad upload speeds... Utorrent issue?
Arveene:
I haven't completely read through these links, but they should help. I've had similar issues with Comcast traffic shaping in the past. The TorrentFreak article is quite a long read, you can probably do with just looking at the uTorrent thread.

1. Restart uTorrent. Like, actually close it from the taskbar, not the x in the corner, and then start it up again.
2. Restart your computer.
3. Force encryption.
4. Reset your network - shut everything down and then bring everything back up.
Basically, try them in order until one works.

Tried all, didn't work. Called my ISP and have started block torrents for 16 hours a day in my area. This is going to be a pain to deal with...

What version of uTorrent are you using and who is your ISP?

uTorrent 2.0.4 ISP is Rogers I believe.

Rogers? i'm on Rogers in Toronto and haven't had any issues. Make sure your upload speed is limited to 60 kB/s. also make sure you have set Encryption to forced. if you want more details I suggest

And on top of this, I have a cease and desist letter from the ESA downloading some (maybe alot) games. Definitely switching ISPs
surdumil:
There is a fairly old thread around somewhere regarding Rogers and threatening letters.
Rogers provides Internet service, but they have their thumbs in conflicting pies, such as operating a national video rental chain.
Their priority is not the end-user. Its with the media distributors who insist on selling you plastic discs.

Yeah, go figure. surdumil has a point.
Use Shaw. Telus has a lot of connectivity problems from my experience, but I'm expecting their fiber optic service to be pretty good if you're lucky enough to live in the right area.
