Bad upload speeds... Utorrent issue?

I had rogers for 2 years before I moved and I'd always be pushing around 110kbps using utorrent. Funny thing is that they are *suppose* to limit p2p to 60kbps. I downloaded a dickload and never had an issue with them. Hell some months I downloaded around 1.1TB, I was never even from day one under their cap. The funny thing about rogers is that seems like their terms of services change province to province. Pretty much depends on what the other ISP do in the region. We have Aliant and they do not limit anything and do not have a cap, also, fibre with much better speeds. Pretty damn sure we are the only region where rogers offers 70/2 connection, rest of Canada is on 50/2 I believe.
Anyways, you've got a few solutions;
- change ISP (bell is shit :P )
- VPN or SB
- Might get away with bitching at them and telling them you will change ISP if they don't stop fucking with your speeds. This worked for one of my friends who got his cap removed for like a year.
The best solution I'd go for is a seedbox, if you're a poor fag go with a VPN. VPN's are cheap.

uploads are capped at 80kbps but downloads are not.

Um, I had rogers connection from 2009 to 2010. During that period I'd be seeding around 110kbps to bakabt and other trackers. And no I was not miss reading what utorrent was giving me for speeds or net meter.
