Bad upload speeds... Utorrent issue?

I usually keep 30+, and up speed varies from 8kb to 000kb

Tried all, didn't work.  Called my ISP and have started block torrents for 16 hours a day in my area.  This is going to be a pain to deal with...

uTorrent 2.0.4 ISP is Rogers I believe.
