Considering the original work's purpose is to excite the viewer (at least to some degree), you could argue if it's fanservice or not, since it's actually coherent with the original purpose and story. It's still just a matter of definition, and ultimately boils down to your preference and taste.

Like the maid having fun with herself. It might be fanservice or not, but I found it unnecessary, and therefore I didn't like it (it might prove different in the future, but I doubt it). Only the effect is important in cases like this, not classification. Although my biggest qualm with this show isn't the fanservice, but I find the other areas lacking as well, so far. Too many different stereotypes that all like him, even if they had some past encounters. I'm not much for the unoriginal premise, and I cannot say I'm impressed by writing either. Only thing that feels interesting for me so far is actually the relationship between him and his sister.

Although this is coming from someone that wasn't particularly impressed by Clannad. However, I did like After Story very much.

i think his problem, and one ive been having with anime lately, is that it seems like thats all a lot of shows focus on now adays. It seems to be a cheap and easy way to draw an audiecne for some reason, and i've seen it ruin several shows i could have liked a lot more (HOTD comes to mind) A little T&A is ok in a show thats geared for it, but its reaching really distracting levels in a lot of shows these days. I dont know if this show is one of them though. SHows that are all about ecchi or whatever are fine if you want that, but it sucks if a show with potential degrades into some 13 year olds wank fest

Might wanna keep that to yourself kenshin. According to a certain someones pm's your not supposed to think about what "may" possibly happen and what "may" possibly make you dislike a particular show. This applies even if you currently like the show. Your just "supposed" to watch it without questioning anything and not voice your own personal "opinion".
