Weird Utorrent Problem

I never really ask for help because normally I can fix it myself or found someone who can but this time I can't find a solution. Idk if I'm searching for the problem using google a weird way or something but no  matter how hard I try to find the same problem I come up with nothing..

Here is the problem. I have my uttorrent running 24/7 and I have my upload capped at 500KB/s (Max is 1MB/s) and yesterday I notice that I was uploading at 1MB/s. So I go check the settings and the global limiter is set to 500KB/s. So I changed it to 100KB/s to see well maybe the settings weren't being applied anymore. No changed in speed. So I closed out the program and restarted it. Re-applied the settings and I started to upload at 1MB/s.

I have check to see maybe I had when no downloads are current change upload capped but its not on. Right now Im going to reinstall the client to see if that fixes it. Has anyone had this problem before?

Client Uttorrent 2.0.4
Windows 7 64bit Ultimate

I had this, but re-installing the client fixed the problem.  I've also heard that download the latest version, if you have not already, may fix the issue.
