monster uncut english dub C-W encode ?

I think it could be uploaded as is. Shaman King got an English dub uploaded because there wasn't any dual audio for it.

Gray Phantom is working on a dual audio, but with 2 eps released 4 months ago it's probably going to take quite a while for new eps to come out. I haven't followed Gray Phantom so I'm not familiar with their release schedule.

There is a major difference here. It's not that Shaman King didn't have a dual-audio, it's that a dual-audio isn't possible, because of all the cut scenes in the English version.

The DVDs are in some strange limbo... the first set came out awhile ago, but Viz hasn't announced dates for the rest, nor have they announced that the release is cancelled. It'd seem kind of silly to cancel them, since the English dub is complete, but who knows what's in Viz's mind here. But anyway, that's why there aren't any dual-audio versions yet.

i get that but we have the audio ripped from tv so its not like it cant be done
