Seeding uncompleted torrents when warned

Hey, I was recently warned and I'm (slowly) trying to fix my rate now. Is it correct that I'm not allowed to seed uncompleted torrents when warned?

I have downloaded Ranma ½ TV series complete by 73% so far and I'm quite sure I would be able to seed that to other BakaBT users. The torrent information page says it has 25 leechers, but when I look in uTorrent's tracker list, I just see the warning message with 0 seeders, and 0 peers.

So am I only allowed to seed completed torrents when warned, or is that a problem with uTorrent?

Complete its downloading in anonymous mode, and then seed it back in the standard mode to fix your ratio.

@Al_Sleeper: I have some other sources for that particular torrent, so I won't need BakaBT for getting it; And I have some other torrents as well, I can restart seeding to fix it. Thanks anyway :)

Your client tells the tracker what percentage of the torrent you have downloaded; there is no way to indicate whether or not you intend to download any pieces you are missing.  Therefore, a system like ours that prevents downloading (but allows seeding) has to make the assumption that torrents will be downloaded until completed.  Remember that your traffic does not pass through the tracker, so once it connects you to the swarm it cannot control what you do with the other peers.
