That reason is:

Likely on DVD, if the VO will be accepted it might get a BD update.
It all depends on sales though, if the voice overs will be good, which I doubt, but lazy americans will prefer the eng_dub over original so they don't need to read.

I highly doubt they will find a suitable voice for Ika Musume though.

The number will be random as said in the first post.

But there are procedures first:
Since I just got up, I need to take a shower, eat something, drink something, go buy some beer ...

Then I will have to find that randomizing site I used earlier
