Warning from ISP

That's strange...every South Park episode is available (uncensored & HD) for free on the show's official website.
I live in CA and have Comcast and I think I've gone over their 250GB/month cap multiple times (One month I transferred around 550GB) and I have never gotten a letter/warning.

First, perhaps I should make it clear to you that unless the site/uploader says so, you can assume that every movie, TV-show, music-track and so on (this includes manga and anime) you can download on the Internet is illegal and can result in a warning like the one your friend has received. I'm glad we don't have this kind of warning system in Sweden yet, but it looks like we're getting closer to it too. My suggestion is that you, if you don't mind spending a small sum of money every month, get a good VPN-service (after all, considering the money you save by getting your files online, the cost of a VPN-service is very small). Since I don't live in the US myself, I don't think I can recommend one for you, but Google probably can (as in, search for it). VPN-services "masks" your IP-adress and encrypts your connection, so that it is, in theory, very hard (or impossible) to find out what sites you've been visiting and what files you've downloaded. This should keep you (and your friend) protected against these warnings.
EDIT: I also took a look at http://wiki.vuze.com/w/Bad_ISPs#United_States_of_America - A list of bad ISP's. "Qwest" is listed as an ISP. If that's the same as the "Quest" you mention, I really suggest that you switch to another ISP before you get a VPN-service. According to the page, it is the only US operator that throttles (slows down) encrypted traffic (VPN-traffic, for example). It also slows down torrent-traffic, meaning that downloading and uploading to/from BakaBT is much slower than it needs to be. According to the list, "BellSouth" looks like the best ISP, as it doesn't do anything to the traffic. If you have access to it, I'd recommend switching to that one (and getting that VPN-service, while you're at it).

First off, I am not aware of any torrents on our site that are legal for you to download. However, investigating BitTorrent swarms to send notices to ISPs is a bit on the expensive side, as I understand it, and is therefore only done for things in which there is money to be made.
Here is my anecdotal experience:
I live in the U.S. I have had a dedicated machine of some sort running a bittorrent client for 3 or so years. As you can see, I've downloaded a decent amount of material from here, plus a goodly number of fansubs from other sites.
In that time, my household has received two warning notices from our ISP - one for an episode of The Pacific that I left seeding for a week or two (but not for the others that I removed shortly after they finished downloading), and one for an episode of Glee that my roommate downloaded.
Downloading Buffy, Bill Nye, Gargoyles, Avatar (the animated series) - no one has seemed to care. Downloading terabytes of anime - no one has seemed to care.

Been downloading anime from everywhere, never got a warning
Maybe because I don't live in the US, but up the border
