Have you seen the bonuses on Brotherhood armor and clothing? For a thief those are WAY more important than armor rating.
About the money issue. I'm a sword+cast warrior (with focus on the sword) and I use heavy armor. I really haven't had to spend money on armor and such, I made do with what I found. I rarely bought anything at all (including potions). The only time I actually spent money was on houses.

They were nice, but I don't need them any more. Even 15x is an instakill every time with my legendary daedric dagger (yes, finally stopped using Mehrunes Razor). Basically now that I am level 47, those enchantments are unnecessary at this point. Even the hood which gave me 35% bow damage increase is usually not needed.
Either way light armour is light, so I have both my nightinggale one for doing the sneaky stuff, but switch to my legendary dragonscale with frost and fire resistances when I fight dragons. The give me roughøy 400 armor rating so far and I am not even maxed out in light armour skill.
