It's not even sure if it will be animated at all. They could just as well be working on a manga, LN or even VN.

Gotta give credit to the festival alone, I wouldn't be surprised if the whole story was actually based on a diary of some person from the city and was done a bit more modern to address more modern society. Might be just me thinking too much but that wold explain some more work in progress for next year.
Movie would be what I would bet on though.
