I think it explains that Mayuri is very close to Okarin and that is why she can recover those bad memories.
She wanders often and to many places so she could have triggered the recovery of her past lives like the rest did.
And okarin is not Hanyuu, if anything it was Rika, hanyuu allowed her to travel lol.

Okarin like Hanyuu has a massive advantage when it comes to interdimensional travel while the methods of travel are different they both remember all of what they've experienced.

Now what confuses me is does anyone in Steins gate have the natural ability to attain reading steiner or is Okabe's RS infectious by nature, if it is the latter then he is single handedly creating a pretty dangerous Walpurgisnacht Night.

and it does seem so, Okarin may have awakened this ability some time ago, and now they all start to awaken it since they are being constantly informed of most stuff and probably learning how to control it.

Steins Gate has funky rulesets that govern the laws of time and rememberence of events from alternative time lines.
Hmm, those predestined events are the real slap to the face though. Almost renders time travel useless =P
