He would have eventually figure it out though, after all, he is smart, just dense. And overprotective about Mayushi. But in general, most of the ideas for his devices were smart, the problem was he was both lazy and kind of silly. Also keep in mind he was in no hurry at all until the tragic events.

^^ The story seems to prove that.  Suzuha arrives in a time machine (presumably), which means that at some point he did figure it out himself.  Though somehow I doubt, I'm not sure that guy even has university degree.

Okabe made the microwave time machine, Kurisu 'perfected' it. He probably could have finished it without her eventually, but could he have done it before WWIII and the end of the world as they know it? I have my doubts, especially if he doesn't fully understand what he's trying to achieve.

Either way, Suzuha arriving there with the time machine probably sped things up a bit and I think that this is what actually started the disturbance in the timeline(s) and that the D-Mails only made matters worse. Heck, I wouldn't be surprised if the beta timeline we saw in episode 1 isn't even the 'perfect' timeline and that much more effort is going to be needed to permanently change Mayuri's fate – and that of the whole world.

Who would World War III be against anyway?  That has not been addressed.

It doesn't matter since generally World Wars include action from the major countries anyways like the USA, France, UK, Usually Russia or China, and some satellite countries like Poland, Japan, Austria, majority of Europe needs to be at war with USA butting in and other smaller countries as well against multiple/single nation.

2 times the germans got their asses kicked so I would assume 3 times the charm, although looking at recent political developments from the time the VN actually was made I would assume Korea somehow achieved new status quo...Or one of Arabic countries.

At any rate, In my opinion, the perfect Line would be when no one near Okarin would die, and the world decays on it's own. What I would really want to see is more kissing. That was purely the sweetest scene roundup since many years.
