Jewelry is used on the black market but so are other items and materials. Some specific heavy metals(eg. platin, gold) are especially used due to the high cost of synthetising and common usage. They are also a common target on the financial markets for price speculation which makes them rather unreliable cost wise compared to jewels, for example, but they are easier to sell and harder to track. Someone going to buy/sell a lot of jewels would raise quite the commotion while someone selling/buying a lot of metal, especially at the time of high change in price would seem rather natural. Of course this depends on the volume of the trade also. When speaking smaller volumes materials become useless due to the high cost. Street trade is usually done by rather usual items, if your drug dealer needs new shoes, well, that's an excellent chance. Of course no one needs new shoes all the time so usually deals are made for weeks or months at a time, like an MMO would be now.
All of the states are pretty socialistic(in practice) due to the communal necessity that comes from living packed.
The ULCU is, like the name says an union. It has way too much bureocracy in national issues due to all layers(and sometimes even different areas of layers) having decentraliced governments of their own but this allows for more flexible laws and regulations on lower level making a single layer(or area) more productive than compared to having national regulations and laws for everything. There is a national parliament, where each decentraliced government has their own representative, that handles national issues and bases for regional laws. Military is a separate entity under the effect of national laws as is ministry of justice.

The Vandorian Confederate is a confederation(d'oh?) with each layer having an elected representative(elected with direct democracy) in the confederation that makes the decisions. This confederate makes all the decisions on national level, laws and decisions need to have less than 1/3rd votes against to go through. It is rather effective in national issues but issues important to some specific areas are handled rather badly which means it's not as productive as the ULCU. Military and ministry of justice are under direct control of the confederate.

GreFac is a selective oligarchy with power families responsible for leading their own layer(s). The heads(both patriarch and matriarch) of the power families have a spot in the council. The council requires unanimous decisions for laws to be passed but single family can act on national issues if it deemes it necessary before the council has been resolved. The country doesn't have social security as we know it, each person is looked after by their family. Each power family has their own military but justice department is independent of them. The main mission for justice department is to look after the power families to keep them on the straight road, if they find that a power family is not doing their part correctly they have the right to bring this to the council and in ultimate case, to the public.
Fast reaction, can be divided, military moderated by the families and rarely abused for personal gains, justice department independent and highly vicious.

Absolute no to time manipulation, universe warps, etc. It could be balanced but I can't be arsed to take that into account every god damn time. Simply too much work.
I play underwater rugby as a hobby, I can exert myself for three minutes under the surface. Does it build a ridiculous amount of lactic acid in your muscles? Yes. Does it mean I can't do anything after that three minutes? No. It gives a high chance that if I do the same again after only one breath my muscles will cramp but that is hardly anything to stop me from doing so.
