Idk what they call it in Japanese, but it's a part of many cultures, where you ring it while praying or before praying. It's probably just called whatever's the japanese word for bell.

... Clapping hands twice after you ring that huge bill before a Shrine. Ringing the bell before an alter for the deceased person before praying to them. Thou' that's practiced heavily in the Japanese cultures (and other Asian cultures). I'll never do that, it conflicts with my beliefs.
