looks like you changed the color scheme to chrome or something (color wise, not the web browser...)

Okay, I think I have a solution. Go to C:\WINDOWS\system32 and delete the dysfunctional hal.dll file, although deleting all of the files might be a better idea - just to be on the safe side. After that, restart and everything should be back to normal.
