I'm not sure you can in the UK any more. I was going to pay for Mat's COD map packs with my paypal account and he said he couldn't find the option to.

No, use Visa, Mastercard, or Amex.
PayPal is not a banking service and thus it doesn't follow the federal and international banking laws. Using paypal is signing on an agreement that you have no rights whatsoever and that Paypal may freeze your money over indefinite time without any obligations to give you reasons nor paying you interests after your account is unfrozen.
