No, use Visa, Mastercard, or Amex.
PayPal is not a banking service and thus it doesn't follow the federal and international banking laws. Using paypal is signing on an agreement that you have no rights whatsoever and that Paypal may freeze your money over indefinite time without any obligations to give you reasons nor paying you interests after your account is unfrozen.

I was totally joking... you can't use Paypal on PSN... this is why people who don't have PS3 shouldn't be commenting about it... ::)

Ummmm... I think it's kind of assumed you can't use Paypal on PSN... He was commenting on how much it sucks.
