No, online games typically run server side if they involve heavy calculating. The client just handles telling the server what it wants to do and the server does all the lifting.
Unless every game is effectively being hosted on the cloud, this would require the client sending a request to the server, the server calculating it, and then sending it back, instead of the server just sending it back to the client.

cloud gaming is something that any system can utilize if it programed too, sony simply made the more powerful machine and microsoft is making excuses to cover for that fact, because they guessed the market would rather have kinect and other goofy shit instead just another gaming machine
