Personally, I play violent video games all the time.  Dead space, GTA, Silent Hill, etc.  You name it and if it's violent, I love playing it.  BUT! That does not make me a violent person.  Everyone I know likes how I'm really laid back and never angry.  Hell, they come to me because they know I won't get mad over anything.  They know that if anything, I hate violent situations (in real life).  I never let anything get to me and make me angry enough to do anything, cause in the long run, I know it's not worth getting angry about and I won't gain anything from it.

Why?

I'm pretty sure a person over the age of 13 would be able to tell the difference between reality and a fucking video game.  Unless they have some severe mental disorder/insanity which leads to them doing a school shooting or whatever you want to blame violent video games on.

Not all 13 year olds are equal. Age doesn't matter when they're still young and trying to adapt to life. You notice how your intelligence and aspect of things grew? You were 13, became 15, went to 18, to 21, to 24 to 27 (I'm 27 and I can tell). "Generally" you could say it's alright to allow games like GTA series to be played by 13 year olds, maybe 15 and 17 as well. But in reality, they don't think the same and don't comprehend things and differentiate the rights from wrongs.
