Or something like this. You could get three sets of these (24GB) for a total of 255 dollars (though to be honest, just ONE $@#!ING SET WOULD SUFFICE BUT WHO CARES RIGHT?! XD).
Also, look at this deal! CL8 1600 RAM for only 75 bucks a set, and it has a perfect 5 star rating. Great deal. That's 225 bucks for a set of 3 (24GB... again who needs that much, but whatever).
We're talking about shaving off at least $100 (on 3 sets; it's 75 dollars off with regards to what you were suggesting, which is still good) with no really noticeable performance decrease for him.
I'm not saying this just because I have a personal, strong hatred for overspending (>_>). I'm saying this because he's nearing his money limit with what he's getting right now, and unnecessary expenses need to be cut down.

No monitor. I don't think this can be truly complete without getting a monitor, so prices still need to be taken down some.
Also, check the second pair of sticks I suggested. They're both cheaper and better (a hard to find "compromise" in these times); that shaves off 30 dollars.

its a low voltage dimm, it runs at 1.25volts in contrast to 1.5-1.6 standard voltage, ohh and the ram kit runs super cool(pun intended).
