Sony already said pretty much the same thing this is what
microsoft said
"Rather, Microsoft suggested that it leaves the decision of whether or not to charge players an additional fee when installing pre-owned games up to individual publishers."

They are pretty much the same sentence. Microsoft just said there might be a fee involved. Sony just says any requirements guess we will find out for sure at e3 but like I have been saying since the xbox reveal I dont think sony has much of a choice.

Xbox already updated what they said about used games. If you want to let a friend use a game you have to give them the game. You both have to be xbox live customers and have been friends on xbox live for at least 30 days. Then you can transfer ownership of the game to them but once that happens that's it. The game belongs to them and the gaming rights on the game are gone. It can no longer be transferred again. Used games will work in a similar manor. If the publisher allows used games you can trade it to a shop like gamestop at which point gamestop could resell the game. Whoever buys the game from gamestop will have ownership of the game forever as they wont be able to trade it back in after they used it if they don't want it any longer as the game will no longer have any rights.
What Sony said was different. Sony said that the will leave the whole matter up to the publishers of the games to decide if they want to allow the games to be tradeable or resold.
