I don't see why that sort of thing hasn't been standardized yet.
Infrastructure is expensive to change. Besides Americans cheated instead and hotwired 2 live phases with 120V each, effectively getting the 240V by bypassing the neutral connector entirely. So the only advantage we in Europe have with our single phase 230/240V is that we get three phases in, making it very simple to connect asynchronous AC motor without any fancy converter equipment.
Anyway back to topic. My country is small and everyone knows each other through a "friend of a friend". Anyway that means that the rumours are often credible because they come from someone working at the Norwegian branch of Microsoft. ANyway this it the rumour:
MS did not pull out of 8 countries because of "local content". They pulled out because of the pre-order disaster. You may have heard that PS4 preorder is 4 to 1 compared to Xbone. With the limited supply of consoles during release Microsoft deemed it a better business strategy to fully saturate the "core" markets where they have a chance. Obviously the traditionally Sony loyal Norway is not one of those markets and I bet neither is the rest of the 8 countries.
