That's her characteristics. She's an original character from Kimi ga Nozomu Eien which was created by Age, her name is Hayase Mitsuki in KgNE. The character in the picture is basically her reincarnation or same character or a similar character to Hayase Mitsuki.
Hayase Mitsuki is my first favorite character in Anime. It was the second anime I've seen after Scrapped Princess (Great Teacher Onizuka was the third anime I've seen). All three hooked me up on Anime.
