if they want to make full use of those artifacts then they'd only need one piece of every kind and sell the rest, take a picture of them too to post as a portrait = profit

UNESCO/ICOMOS can do that. Well, only if the government/owner applies for the treasure to be protected by international treaties regarding heritage, but yes, they can.
