Philippine Internet. Help.

So I'm in Manila. And want to subscribe to a faster connection. Right now I'm using Sun Broadband (P799) and its max dl speed is 200kbs and up speed of 30kbs during night time only when using torrent.
My budget for internet is P2,000 per month. PLDT is out of my choices because they need Government ID/ Working ID which I don't have both and I'm just a college student.

Here are my two choices:
SKYBROADBAND (Plan 2 mbps)

Can you guys help me which is better for downloading. And if the subscription doesn't require Government ID/ Working ID. Thanks :)

All PH ISP's suck for downloading. but to contribute, smartbro plan 999.

to help you choose though, i'd personally go for Sky.

Yeah, all PH ISP sucks just by comparing to other countries. However I'm fine if I can get around 500kbs of download speed just like in the cafe shop I was in. Though they were using PLDT, maybe 5mbs. And that's what I'm after the 500kbs download speed(or close) in a P2,000/month budget.

After reading that cables are better than telephone lines, I'm also thinking of Sky. But I still want to hear more from you guys so I know what to expect and not get discourage after I subscribe to them for a lock period of 1 year.

Doesn't Skybroadband have caps?

I'm using PLDT and I'm getting ~1.5x the speed (download) I'm paying for. Not good for uploading though.

By caps is it like a limit to how much you can download?
I don't think SKY has those promos and offers unlimited access from the link I posted.

Hehe my friend told me about those shady deals which lets you get higher speed from what you are paying.
Too bad I can't subscribe to PLDT. Makes me envious.
