Try disabling uTP.
Gave that a shot & have been playing with it for a couple days. Definitely seem to get a small U/L boost.
I'm using a 15/5 FiOS connection. My U/L is usually just over 600/610 KBytes/sec, sometimes it will saturate ~640-ish. Often it is running 580-610, sometimes 280-350 ... which is frustrating given that I know that is not saturated. Also, very often I see peers (leechers) that I cannot connect to that I would really like to, especially when I have unused bandwidth just sitting there.
Doesn't seem to have affected my D/L ... I still saturate at ~2.3 MByte, sometimes flickering into 2.4, which I've seen since I first signed onto this service (Verizon). That's pretty much well over my supposed 15 Mbits/sec rated ... comes in closer to 18-ish.
Disabling uTP suddenly has me pushing 650, which is completely saturated. Also, I notice that I seem to be connecting much more regularly with leechers that are just sitting there inactive. The caveat is that instead of a very steady, smooth rate, like 610 or 620, it bounces over a much wider range with each tick of the update. So, I see 622, 672, 631, 640, 655, 661, 633, 627, 649, ..... (for quick examples just now. My U/L graph is a unwavering red line right at the 650 mark ... which is pretty much exactly (if not over) my rated U/L bandwidth [
EDIT: lessee ... 650 KByte is 5.2 Mbit and 630 KByte is 5.040 Mbit ].
While it doesn't seem to really push me into unsane U/L ranges .. at least, they remain at my theoretical ISP max ... it
does seem very effective to keep all my bandwidth in use. I don't see it anemically languishing in the 180 or 300 or 450 ranges anymore. In fact, don't seem to have noticed it under 600 or even 610 at all for a couple days now. My speed boost maybe isn't large, but my total bandwidth use and saturation appears to have just gone up by well over 30%. Normally I up ~1 TB/month w/ dedicated seeding ... I'll come back in 1st week of Sept & remark if I seem to have jumped to the 1.2 or 1.4 TB range.

Other misc. info: I gave utorrent 3 a try and the aggravation sliced about three years off my life expectancy, so I dropped back to 2.0.4 as the last interface that I really consider simple, intuitive and efficient.
