My uTorrent settings for my 100mbit connection.

says 100 mbit, but 30~ UL means i'm on 256 Kbit. or so i think.

What is UL?

After tweaking the Disk Cache settings i've broken the 1Mbps barrier on a Bakatorrent for the first time, going to download a heavily seeded one to see if it will go higher.

a real 100mbit connection should get you 12.5MB/s download speeds at best.

PS: 8bits = 1byte

try http://www.speedtest.net/ to see what speeds you have.

Not looking pretty despite the technology here.

ok... its a real 100mbit line, envy... plus the issue doesnt look like its on the isp.

check your settings, specially driver/registry levels.
